Remove NOR section 3.5 and replace it with the following:

3.5 When leaving the dock, boats shall carry a minimum of 1.5 liters of drinkable liquid, up to a maximum of 4 liters, per person per day. This liquid is included in the restrictions for movable ballast in RRS 51, except when consumed by a crew member.
